Yes and its about 5 years too late, talk about closing the stable door after the horse has bolted.

The first page reads funded by the North West Development Agency and English Heritage.

Our opinion is that these are the people who have done the damage to the city so it does not look very encouraging getting a city council who have planned the world heritage disaster to fund a booklet about consulting the public about the damage they have been doing over the last decade.
