 They have allowed the city council to become a cash cow for any dodgy developer that turns up at the council and.....make an offer to build something. Or not in the case of Chinatown.
That's bad enough but usually get some help with the Mayors Investment Fund. They even gave the developers of the Whitehouse pub 300 grand to take down a pretend Banksy that was then allegedly sold.

Whats worse is that Richard Kemp and co at The Fib Dems helped vote him in as Mayor after the Tories offered a sweetener of development cash.

So Chinatown is not going to go away.
Y'know why because it stinks. Its filthy its got corruption written all over it.
This is being investigated at the highest level. And the Fat Man is still there. Why has he not resigned. Or been kicked out by Jeremy Corbyn who seems to know whats going on.

There come a time when a single person has to shoulder the blame for setting up the conditions within Liverpool City Council that allow dodgy deals to go unchallenged and everyone in Liverpool is talking about it.
There is no smoke without fire in Liverpool the street knows whats going on. 
Only because its all done behind closed doors in shady corridors its difficult to prove.
